The impact on manufacturers will be evaluated as well as the impact on manufacturers will be evaluated. DOE will use a modified version of the Industry Cash Flow model that has been modified for this product type to estimate manufacturing NPV. DOE will also look at the impacts of these plans on small-scale businesses as well as other manufacturing subgroups to identify those who are likely to be affected.
